all depends on what you are trying to pick up. I personally have my BCT-8

Well its not really the scanner that matters...its the antenna. I currently own a Uniden BC350C scanner. Its an 800Mhz scanner capable of storing 50 Private channels that you can designate (i.e your freq, your surrounding 24 districts and other channels u find interesting) It works amazing, given the proper antenna. I bought my scanner off ebay, refurbished for 66.00, it sells new at about 140.00 so you can get yourself a good deal. Its not a Trunked Scanner so you won't be able to monitor SCPD radio trans. Trunked tracking is when the system used constantly renegotiates the frequencies utilized for the conversation. This allows for more efficient utilization of limited frequencies because each conversation does not require a dedicated channel. However, it also makes it very difficult to scan trunked conversations because you do not usually know what frequency the next portion of the conversation will appear on. The trunked scanners go for about 400.00 and up so dont even waste your money. Not to mention the ownership of a mobile scanner or radar detector in NY is illegal. But i have never gotten pulled over for having one. But thats besides the point. So with that or any 800Mhz scanner and a good antenna your set. Hopefully that helped you.

here in florida, i have a handheld trunked scanner from radio shack, its not the best in the world but it works, the laws are definetly different down here. im using it as my pager until i get one from the FD

radar detectors are not illegal in NY I dont know that this is true anymore. Recently I was driving back into NY and I could sware that I saw a sign stating radar detectors are illegal in the state of NY. I want to say it was at the GWB but I cannot recall. I am not 100% but I thought I saw that somewhere.

They are illegal in vehicles weighing more than 18,000 Lbs. (Tractor trailers) They are fine for the general public. (also a big waste of money)

if your looking for a portable go with the radioshack PRO-97. Spend the extra 10 dollars and get the computer cable. Very easy to use and to set up. If you are looking for a mobile the BCT-8 is a very good and fairly priced scanner. Also very easy to to set up using the computer.

If your with the FD, scanner's arn't illegal either. we've discussed this recently on the board. technically, scanners "capable of recieving police transmissions" are illegal even if you are a member of a fire dept, but, if your an FF, chances are that no cops will ticket you for it.
