Repeaters operate on 2 frequencies, the input and the output. The mobiles and portables (and sometimes the base, if using a control station) transmit on the input, its received by the repeater on a tower and broadcasted at a higher height & power on the output freq.
All you will need to listen to is the output freq.
Example, Hauppauge uses 481.5875 as the input (if you are really close to the units, you will hear them). Their repeater output is 478.5875, this is what you want to listen to.
450-470mhz range, the output is 5 steps higher than the input, a 460mhz repeater uses a 465mhz input.
470-512mhz range is 3 steps higher, 470mhz output would use 473mhz as an input.
Hope this helps.

BFD Jr,
FDNY: Manhattan - 154.250 Queens - 154.400 Brooklyn - 154.370 Bronx & Staten Island (shared) - 154.190 Citywide (wont hear too much) - 154.430
All use a PL of 186.2
Depending on where you live, with a decent antenna you should be able to hear them, as they're very high powered
FDNY Ems uses a different UHF radio system.

Except for brooklyn, i often get bad reception. and on citywide you hear complete sizeups and progress reports, much better reception than on boro channels.

if you hear citywide, you should hear manhattan, the antennas are located on the same tower (strangely enough, the tower for citywide & manhattan is in L.I. City Queens @ the FDNY Shops off the LIE)
